Introduction
The Procurement Officer shall purchase required items, perform stock and inventory control in accordance with prescripts, as well as purchase technical goods to be used in the Production Processes.
Job description
Main Responsibilities include: * Effective Sourcing of Suppliers and quotations for the best price are obtained according to specifications *Ensure requisition forms are approved by relevant management in accordance with delegation of authority policy * Obtain RFQs/Tenders from all suppliers according to PO initiator/requirements * Conduct negotiations with suppliers on price and delivery * Implement cost saving initiatives and evaluate competitive offers to determine the best one in terms of RFQ process * Ensure requisition forms are in accordance with the Inventory and Procurement SOP (3 quotations and a complete POR) * Assist in checking, monitoring and guiding internal staff on the compliance with all company procurement policies Ensure that all purchase orders are completed as per SOP *Generate purchase orders * Send signed order to supplier for confirmation of service * Inform end user of the suppliers that will render the service or supply goods * Verify the invoice against the purchase order * Capture new qualifying suppliers on the database * Provide Procurement Support by Liaise with suppliers on incorrect, under delivery, over delivery and poor quality of goods delivered * Ensure goods received are captured in the accounting system within the relevant period from delivery by processing a Goods Received Note against the PO placed, as per the SOP * Maintain the filing system of suppliers and other Supply Chain documents * Ensure the mitigation of the department’s risk profile through the application of fraud controls and risk prevention principles and implementing of sound governance and compliance processes and tools to identify and manage risks* Drive the implementation of compliance with policies and procedures aimed at strengthening the OBP reputation and stakeholder interface.
Minimum requirements
Higher Certificate in Procurement, Logistics or SCM. NQF 5 * Higher
Certificate in Supply Chain within Public Sector will be advantageous * At least 3 years’ experience in a
Purchasing role * Working knowledge of PFMA, National Treasury Regulations * Working knowledge of
BBBEE Act and Government procurement principles.
